Can people choose to change their culture, their personality, their being?

A reader challenges Geert Wilders’s (classicaly liberal) belief that Muslims can freely and readily choose to give up their religious beliefs and their culture so as to assimilate into the West. He says that as a general rule, and certainly when it comes to entire populations and cultures, people do not have a choice about such matters. Their culture is part of what they are.
