D. is referring to the fact that the non-existence of the dangerous ash cloud over Britain and northern Europe was not discovered for an entire week, because the only airplane equipped to do the physical testing for the presence of dust in the air was being repainted.

Since D. mentions Churchill’s England, let us imagine an equivalent story from August 1940:
