The border fence that wasn’t

Michelle Malkin sheds a lot of heat, not much light, on the failure of Congress to fund and construct the border fence it voted for in 2006.

This seems to happen all the time, because the vote for an item, and the vote for the funding of the item, are two different things. It seems the solution is that the approval of the funding for an item must be part of the approval of the item itself. But is that possible? Are they any experts on Congressional procedure who can tell us if and why that’s out of the question?
