How not to suppress riots

According to a Washington Times article about the Muslim riots in France, President Chirac has said through his spokesman that the law must be enforced firmly but “in a spirit of dialogue and respect.” That sounds like a soft version of what a recent VFR entry described as force without violence. You can see how effective that is. The riots near Paris have now been going on for seven days, and the rioters view the nightly bash as entertainment.
