Refugees from Louisiana fill hotels, motels in Texas

Here is a story about the hundreds of thousands of refugees from the hurricane. Here’s another story about about refugees camped out in their cars along the side of a road. One question that arises is, did the authorities tell residents simply to leave, with the idea they they would be able to return in a few days? Or did they tell them that a Category 5 storm meant the destruction of the city and so they should take all their possessions with them that they possible could? It sounds as though the former was the case, because many people took very few of their possessions with them, even though they had time to pack.
