Will the election change the soul of the Iraqi people?

Is it possible, as some seem to be suggesting, that the act of having gone to voting places despite the omnipresent threat of terrorist attacks will change the Iraqi people in some spiritual sense, giving them a taste for self-government that they’ve never had before, and thus a shared commitment to making their new government work? That would be the most hopeful way of seeing the election.
