Anti-smoking forces hit the big time

What’s the point of this treaty? Global Treaty Seeks to Wean World Off Smoking. Under the treaty, countries commit themselves to laws to curb tobacco use by ending advertising, requiring health warnings on cigarette packets, barring the use of “deceptive” terms on labels and the like. Neither the treaty, the article, nor the ineffable Gro Harlem Brundtland explain why a treaty is needed or why a country that wanted such things couldn’t go ahead and put them into effect. But that is the nature of the emerging world order: all decisions must be taken at the highest level possible, so that the necessity of consent by anyone except ruling elites can be done away with.
